BBC Gaza Documentary Considered a 'Major' Infringement of Broadcasting Rules, Says UK Media Regulator

The public service broadcaster engaged in a "major breach" of industry standards by omitting to mention that the narrator of a film about the Gaza situation was the child of a Hamas official, as ruled by UK media regulator Ofcom.

An probe by the media regulator into the documentary titled Gaza: How to Survive a Warzone has found that the film was "materially misleading".

The BBC's director general had already issued an apology, saying there had been "a serious error in relation to accuracy".

Ofcom has instructed the broadcaster to transmit a prime-time statement about its decisions.

"Given this constitutes a significant violation of our rules, we are ordering the corporation to air a statement of our findings against it on the BBC's second channel at 21:00, with a date to be determined," the regulator stated.

'Potential to Erode Credibility'

The regulator's report stated: "Our probe determined that the documentary's failure to disclose that the presenter's parent held a position in the Hamas-administered government was significantly deceptive.

"Consequently that the public did not have critical information which may have been very significant to their evaluation of the narrator and the content he shared.

"Credibility is at the heart of the connection between a television network and its viewers, especially for a state-funded media outlet such as the British Broadcasting Corporation.

"This oversight had the potential to erode the exceptionally strong degrees of trust that the public would have invested in a documentary produced by the BBC about the conflict in Gaza."

The documentary was pulled from the BBC's streaming service in the month of February after the narrator's familial connections were revealed, and in July an corporation's own inquiry concluded it violated the broadcaster's editorial guidelines on accuracy.

A corporation official stated: "The regulator's decision is in accordance with the results of Peter Johnston's review, that there was a significant failing in the documentary in relation to the corporation's content standards on truthfulness, which corresponds to Rule 2.2 of the authority's broadcasting regulations.

"We issued an apology for this and we accept the authority's determination in its entirety. We will adhere to the sanction as soon as the date and language are finalised."
