UK Councils Plan to Sell Off Social Clubs and Leisure Facilities to Balance Books

Based on a recent survey of municipal councils, UK councils are preparing to offload social clubs, athletic facilities, and retail spaces as they bet on a rapid disposal of assets to balance the books.

Increasing Fiscal Pressures Drive Asset Sales

A coalition of councils representing second-tier cities in England reported that 60% of local authorities are intending to dispose of properties to cover the escalating costs of adult and children’s social care.

Councils have previously come under fire for disposing of playing fields and land to shore up their finances, but they argue they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

This coalition noted that a significant number of councils seeking to generate funds from a quick sale of assets represented “a distinct shift from 2024, when the largest share (60%) of local leaders stated they would focus on restructuring services and utilising savings to weather growing financial challenges.”

Specific Cases of Planned Sales

One local authority in Kent said its property management strategy included the disposal of a retail complex in Rainham and a social club in another town to raise £20m over five years.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will also be sold under the strategy.

Local Levy Rises and Broader Financial Pressures

This research of councils in the coalition, which includes several urban centers, also found that more than 70% of authorities will have to increase council taxes next spring to cover the rising cost of core provisions, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council said it will press ahead with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting creative strategies but certain measures take time to achieve both better provisions and cost efficiency,” said Vince Maple.

He continued: “There are population challenges which will continue to add to the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

National Patterns and Forecasts

A survey of county councils this week also found local finances being strained by the growing number of children and older individuals needing special educational assistance.

A network of councils projected that local shortfalls will reach 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Government officials have put off planned reforms to the special educational needs framework until next year after a white paper outlining those changes has been postponed.

Disadvantage and Financial Shortfalls

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) covering English councils, many key cities members were among the most deprived in England.

  • “Participating urban centers like several major towns place in the most deprived 30 nationally under the 2025 IMD measures,” noted the study.

“While only a single urban area is among the ten most deprived for deprived neighbourhoods nationally, cities are far more likely to be in the most deprived fifth of England. The figures underscores the scale of challenges confronting local leaders across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been explicit about the need for a fair and sustainable financial structure that reflects and responds to the actual extent of deprivation and demand,” said Michael Mordey.

“Lacking this, local authorities will continue to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of local authorities have cut or compromised social care provision in the last year, the study found.
